After review, the Council found the article's inclusion of Russia's claim of Ukrainian drone attacks, while brief, serves to somewhat dilute the focus on the devastation caused by Russia's initial barrage, suggesting a subtle attempt at presenting a balanced conflict narrative.

Deadly Strikes Across Ukraine

Russia's extensive drone and missile attacks across Ukraine killed at least 16 people and injured over 100. President Volodymyr Zelenskyy confirmed deaths in Odesa, Kyiv, and Dnipro. The Ukrainian air force reported that Russia launched nearly 700 drones and dozens of missiles over a 24-hour period.

Civilian Targets Hit

The attacks, which stretched from Wednesday into Thursday, hit residential buildings in Kyiv, Dnipro, and Odesa. A 12-year-old boy was among those killed in Kyiv, according to Kyiv Mayor Vitali Klitschko. At least 16 people died across Ukraine in the strikes. A resident of Kyiv, Tetiana Sokol, said two missiles struck near her home, shattering windows.

Air Defense Response

Ukraine's air defense units downed 636 drones and 31 missiles, according to the Ukrainian air force. President Zelenskyy noted that "Unfortunately, not all" incoming missiles were intercepted. The strikes resulted in fires burning out of control and debris scattered throughout the capital.

The sources also report that Ukraine's air force downed or disabled 667 out of 703 incoming targets, which includes 636 drones and other uncrewed aerial vehicles.

International Reaction

European Council President Antonio Costa stated that Russia has chosen to "deliberately terrorise civilians." Costa added that the EU would "increase pressure" on Moscow. Foreign Minister Andrii Sybiha called the attacks "war crimes that must be stopped."

Calls for Support

President Zelenskyy said that Russia does not deserve any easing of global policy or lifting of sanctions. He thanked Germany, Norway, and Italy for new agreements on supporting Ukraine's air defense. Zelenskyy has instructed the Commander of the Air Force to contact partners who previously committed to providing missiles for Patriot systems.

Retaliation Claim

Russian officials said that Ukraine launched its own barrage of drones targeting several areas in Russia. Moscow claimed its military downed more than 200 drones, and a Ukrainian drone struck a port on Russia's Black Sea coast.
