Economic and Environmental Impacts
SpaceX, Elon Musk's company, went public with a target valuation above $1.75 trillion. The move will allow SpaceX to raise more money to fund its AI ambitions, including building more data centers. But communities hosting xAI data centers are demanding accountability for the company's use of polluting gas turbines and a halted water-treatment facility, as stated by Justin Pearson, a representative in the Tennessee House of Representatives: "We're the extracted and exploited colony of what is going to be one of the most highly valued entities in the world. People are going to die because of this pollution."
Health and Environmental Concerns
The health and environmental effects of data centers are a pressing concern. Natural gas turbines at xAI's Memphis campus emit fine particulate matter, PM2.5, which is linked to severe health issues, including heart attacks and premature deaths. Boxtown, where xAI's first data center was built, already has some of the highest asthma rates in the country from legacy industrial pollution. Community organizer Richard Massey noted: "All of us who have family in South Memphis, we know somebody who has died as a result of a bronchial ailment, or a random cancer that has no place in our family tree." Environmental justice groups, led by the NAACP, filed a lawsuit against xAI for installing gas turbines without permits, alleging health and safety risks to nearby residents.
Financial Revenues and Community Debates
Despite the health concerns, xAI has brought significant tax revenue to the region. Shelby County could net up to $28 million in property taxes from xAI's Tennessee campus this year, a substantial boost to the county budget. However, some residents argue that the tax revenue is insufficient to offset the health impacts of the gas turbines. A separate analysis prepared as part of the NAACP lawsuit found that if the 41 turbines listed on xAI's permit application to power Colossus 2 ran continuously, they could possibly cause up to $44 million in health-related damage each year.
Water Usage and Construction Pauses
xAI's water use has also become a point of contention. The Colossus 1 facility may require more than 5 million gallons of water a day to cool the computers at peak times. Construction on the water reuse facility was halted in mid-April. Musk said in a tweet in early April: "We need to focus on finishing Colossus 2 and ensuring it is extremely stable, then will build the water recycling plant."
Ongoing Legal Actions and Public Pressure
The Justice Department indicated it may intervene on behalf of xAI in the NAACP lawsuit, while residents and lawmakers are pressing for more transparency from SpaceX. Memphis city attorney Tannera Gibson reported conversations with SpaceX were "pretty positive and pretty strong based on recent conversations." Memphis city council member Jerri Green called for public disclosure of these discussions. Despite the outcry and multiple lawsuits, SpaceX has continued adding unpermitted turbines to its data center sites. The company's IPO revealed that it has committed more than $2.8 billion to buy gas turbines in recent months.
